Sorry, I don't know the right answer to your question. Never tried that on SP1.
Microsoft guys, who did that QFE, would probably know better.
But here is a few thoughts though.
SP1 must be still supported by XPe team as its standard support time only expires in 2 years after SP2 is out.
(although on XP Pro side it is only SP2 now supported)
You can try to apply the update to your SP1 runtime manually. Check out the links I posted in that thread mentioned below. There
was a link to the actual update download for XP Pro.

http://geography.about.com/cs/daylightsavings/a/dst.htm This could have economic impact like y2k did. Is there a patch for
windows 95/98/me/xp/2000/2003/etc. to handle new daylight savings time rules? are there any patches for .net? win32? etc.? what
all else is impacted by this in microsoft products and apis?
