XP disk manager can't create partition smaller than ~8Mb.
EWF RAM Reg mode will allow you to get rid of the EWF Config partition but
keep all the ewf config info in the registry.
If you are working with XPe FP2007 the EWF RAM Reg mode is very easy to set
up there.

Hi! I'm developping my image and I want to configure EWF in a hard disk
ATAPI/IDE. My hard disk only contains prymary partition, so I create
