Solution has been posted here a few days ago. Basically you'd need to set up
the required local policies on an XP/XPe machine and copy over the
\windows\system32\GroupPolicy folder to your runtime.
You may want to search NG archive to get to that thread.

Hi all !
How can i create policies in gpedit.msc matching my requirements and
"burn" them into image, so when i deploy image on to a target, it would
already have my gpedit.msc settings built in?
