You might want to try the XP Newsgroup. This one is for XP Embedded.

Hi there. Recently over the last few weeks, I've been having a problem
with
XP's uPnP and the "Found New Hardware" window. Devices that are now being
connected can't be installed on my system. First it started when I
uninstalled my DVD burner, followed shortly by a random USB key, and
currently a brand new external hard drive(all of which DO NOT contain
drivers
for XP via the manufacturer) The later of the 3 have no problems being
installed on my roommate's computer. I am running a fully updated copy of
Windows.
Whenever I plug something in, I receive the "Found New Hardware" prompt.
usually I try to let the device be installed automatically as XP
recognizes
it the general category. The prompt tries to locate the driver but
ultimately
gives me a "this device could not be installed" failing to locate the
proper
driver. No matter what option I choose, I am unable to properly install
any
of the devices. As a result, upon every reboot I still get a "Found New
Hardware" message for my DVD burner(even when selecting, do not prompt for
this device again." With the USB key and external hard drive, when I plug
them in now, I get a weird error like tone instead of the standard USB
device
successfully connected tone. This is obviously related. Any ideas that
might
save me from reinstalling the OS? Thanks
