Dependency problem with FP2007

I have just installed the new FP2007 and am upgrading an image as the
new file based write filter is ideal for this application but I have
hit the following problem....

My image is configured to use a UK keyboard and so I have included the
"Keyboard - United Kingdom" component. This has a dependency on the
"Text Services Framework" which then seems to have a dependency on
"Explorer Shell".

Normally that would be OK but this system has a custom shell based on
the single application that needs to run on this system which causes a
collision and the dependency checking stops. Is there somewhere where
I can break this dependency chain without having to turn of the
checking completely?

Thanks.
