Glad you're able to figure that out.
Adding codepages at run time is indeed often as easy as just adding and registering appropriate NLSs.

OK, now I have it! I put the "c_1251.nls" file to System32-folder and
register the codepage in
"HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Nls\CodePage" Registry
branch.
