There is no such thing as XP pro with Embedded Extensions. Either you get
Windows XP Professional with Embedded Restrictions, which means no EEFs, or
use Windows XP Embedded.

You will need to have a Microsoft Customer License Agreement (CLA) in
place before you can get this OPK. Another note is that the OEM is
responsible to create and distribute the system restore disk. You do not
get a hologram Microsoft XP CD to send out with each system. You create
this and supply this yourself. Microsoft has great documentation on how
to do this. This is a benefit because the OEM can make this their own and
provide more benefit to their customers and not reply on Microsoft as
much.

is a normal XP Prof, but from the Embedded channel.
It's the full version, you can install it from any CD.
The Embedded OEM licensing are COAs (sticker) only.
For Embedded OEMs, there is the OPK (OEM Preinstallation
Kit) available. Contact your local Miucrosoft Embedded Distributor.
