XP Embedded database fails to install on XP SP2

Hi
I just downloaded the evaluation version of Windows XP Embedded SP2 from MS
and I can't sucessfully complete the installation of the database.
Steps so far:
- Clean installation of Windows XP SP2 into a VirtualPC.
- Run setup from Disk1.
- Installed the tools sucessfully.
- Installed the MSDE database engine sucessfully, rebooted.
- Fail to install the database.
The database installation comes back with the following error after copying
files and createing a 'repositories' share:
"Setup has detected that other applications are currently using the
component database."
There are no other applications running and the last 2 events in the even
log are:

CMI.OpenDB failed.

So there appears to be a problem connecting to the MSDE database server. I
ran the network config tool for MSDE and enabled all the available network
protocols in case the installer was using one that wasn't enabled but that
makes no difference.
Is there some compatability issue with installing Windows XP Embedded SP1
onto Windows XP SP2 (no Windows updates applied)?
