XPe time is loosing 12 seconds per minute.

This is most likely a hardware problem, but any insight will be most
welcome.
We have new custom hardware that is working well except that we are loosing
about 12 seconds per minute. ASAIK, Windows reads the time/date from the
RTC when booting, then keeps track of the time/date using a periodic timer.
I think that timer is running at 100hz.
My questions:
What timer is Windows using for time/date?
Is the frequency of that timer passed up from the BIOS? We have APCI
hardware.
Are there any known issues with Windows time/date?
I'm searching Microsoft and Googling for answers, but I still hope someone
here has an idea.
