Unable to disable devices in device manager

Hi,
I've got a problem with disabling devices (no matter if it is an usb
device, serial port etc.) in device manager. I built an XPe SP2 image
with French MUI. Also I use EWF RAM.
The problem is when I disable the device (the device icon is with red
cross and in properties device status is: disabled) , I do commit
changes and restart station. After restart the device icon is without
red cross but in properties the device status in disabled. The problem
is that the device works properly. For example USB, If i connect any
device to USB port it is recognized and works porperly.
I found component "disable device" in target manager but itt has no
influence on this behaviour.
Does anyone know the problem?
