The stock answer would be to try running filemon and regmon when using the
webcam after a reboot. Save the log files from these applcations and look
for files and registry data trying to be accessed by your webcam
application. It may help.

Hopefully that will get you started. Post the logs (or relevant information
from the logs) back here for additional help. Also, if you find that in
filemon a NOTFOUND result is coming from files that look useful to the
webcam application you can create a filter in Target Designer to look for
that specific file and it's owning component. For information on creating
