'Help and Support Center' allways in english

I'va made an image with english and dutch language support including all
help files, regional support etc. Under the \Windows\Help\MUI\0413 I see the
..chm and other dutch help language files. If I switch to dutch language (and
log off) then all application texts (Explorer, Internet Explorer, Notepad
etc.) are in dutch except the Start \ Help and Support Center.
What am I doing wrong?
