While this is more a technical NG, we can answer questions on Licensing as
well. OL contact is best for this... Gordon, who posted earlier, or myself
can surely help with this.

at a high level, the starting point is to sign the OEM Customer license
agreement with Microsoft, and then refer to the Additional License
Provisions surrounding XP Embedded. There are 4 distributors of Runtime
licensing, and any one of them can help out with that process.
