I checked it out. Everything works pretty well on my English build of XPProEmulation. Even better that in XP Pro :-)
Btw, the AM/PM problem. I recall seeing it in XP Pro only if I used "hh:mm:ss". With HH the AM/PM were not there in both places and
both OSes - XP Pro and XPProEmulation. So I didn't see the bug.
I don't have any good suggestion rather then monitoring the system with Regmon/Filemon while you are changing the time format.
Also you can create a small simple app that will capture WM_TIMECHANGE and WM_WININICHANGE broadcast messages.
At least you will know whether the time change notifications are being sent.
Also, instead of using the "Regional and Language Settings" CPL you can write your own app to change the time format settings or
locale.

With your own app(s) it is going to be much easier to debug the issue.
