At run time under the Admin account have you checked "Control Panel --> Regional and Language Settings --> Languages tab -->
Details button --> Preferences Language Bar button --> Language Bar Settings" ? Set all checkboxes there.

You can find out what registry settings are responsible for the checkboxes and implement them in TD.
