Does anyone know how Windows XPe enumerates network adapters?

Does anyone know how Windows XPe enumerates network adapters?
I'm looking a problem where Windows is sometimes seeing existing network
adapters as new rather than existing. So I end up with new connections.
This only happens after a power-on. If a restart is done, the NICs are
always found correctly. It's a problem because the NIC properties are
important to correct operation.
What things would cause Windows to see this as a new adapter? Where should
I start looking?
I know Windows orders it's NICs by MAC address. Is MAC address used to
determine if an adapter exists?
How about PCI bus or slot number?
Could this be a BIOS problem? Does it report the PCI information to
Windows?
Any suggestions are greatly appreciated.
