I'm clueless about your OS because it is created by HP and I have not seen it (and features that it contains).

Actually it is not a paranoia and it is not locked, probably fact is that these OS features that you expect from general purpose OS
are just not present in HP thin client.

This application is not provided by MS. My guess is that it is used to set some parameters of your computer during the each boot.

You should report this problem to someone in charge since this is definitely not a normal behavior. But you should wait to get few
more answers here (someone might have seen this problem before.)
