Error 1004: Invalid resource: "<File(819):"%17%","machine.inf">

I'm getting the following error message when building my embedded XP image:

R: Building: "ISAPNP Read Data Port [Version 5.1.2600, R620]"...
R: Error 1004: Invalid resource: "<File(819):"%17%","machine.inf">":
(Error -2147023084 (0x80070714) in "": The index specified does not reference
an existing item in the collection.)

There are 35 similar errors pertaining to six different .inf files. I have
read through much dialogue on Google Groups with people experiencing
identical problems.

I've checked my database rights "Everyone" has full access.
I've disabled my virus checker (Network Associates VirusScan Enterprise 7)
I've attempted to check the repository path (not sure quite how to do this
but Component Database Manager sees the repositories)
I've upgrated my XPE to service pack2
I've attempted build on a machine running Win2K and one running XP
Professional with identical results.

I'm a bit stuck! What exactly is the error message telling me? Can the
builder not find machine.inf or is it looking for a record in machine.inf and
failing?

The file path %17% appears to mean C:\ WINNT \ INF. The target builds to D:\
WINDOWS \ INF. The Repository containing machine.inf is in c:\ Windows
Embedded Data \ Repositories - should the %17% be pointing to one of these
directories instead?
