Matt,
First of all, there is a bunch of command line tools to see what processes
are running on your systrem (check out, for instance, www.sysinternals.com).
AFAIK, explorer app can be run from command line shell. If it does not for
you, you are likely missing some components.
Make sure you satisfy Explorer App dependencies and resolve them in TD.
