Explorer without explorer shell

Hi,
I'm trying create a reasonably small image (50MB) with minlogon, command
shell, and the windows explorer application. If I start explorer.exe from the
command line nothing appears to happen.
I don't have task manager so I can't tell whether it's running and not
displaying anything, or not running at all etc. If I include explorer shell
and winlogon it runs fine.
Is there some unlisted explorer dependency that I'm missing?
