I see the same behavior. With Task Manager shell (Minlogon) the explorer app does not create Shell Tray window.
Without deep debugging into I cannot tell what the exact reason is. This might be a bug or behavior by design in explorer.
Currently I believe it is the taskman.exe that causing the problem.
