Hardeep,
The 9450 is capable of accepting a Sidecar with a CD ROM or Floppy.
The ribbon cable you see in other IDE header is run to connect that
Sidecar and is not actually used unless the Sidecar is added to the
unit. I am guessing you don't have the Sidecar which means you cable
is not connected to anything.
