If I use winzip on disk1.cab and disk2.cab, tools.cab and msde.cab I can see
the original path to copy the files to and thus make a cd.

The other files do not show their original path so what disk and folder do
they go in?
I looked at the articles attached in your post below and see exactly the
same errors documented. It explains what I have to install to get it to
work. It doesn't say how to put them on the disk and make it the eval tool
work the way it was intended.
eg A packing list should have come with the eval download.
I will try and put them on varous rewriteable cds and test it until I get a
working set.
