Windows Explorer Toolbar Problems

I build a small WinXPE image with shell Explorer and Basic TCP/IP.
When I open Windows Explorer, none of my toolbars appear.
I can't go to the pull-down menus because
File|Edit|View... doesn't appear either.
How I can make visible the menu toolbar?
