CTL ALT DEL twice doesnt do anything.
On my laptop, I just need to click in the "Shortcut key" textbox and
press a key. Then WinXP automatically fills in the textbox with "Ctrl
+ Alt + <key>." I don't think you can make shortcuts without having
that Ctrl + Alt part in there, but maybe the AutoHotKey program
available at http://www.autohotkey.com/ might let you overcome this
apparent limitation of WinXP.

One other suggestion: Try doing Alt + F4 followed by Alt + U from the
desktop. This is what I use to shut down my computer most of the time.
