I tried what you suggested and it worked, I can change the desktop themes.

First try to make sure the machine clean from malware and viruses by
scanning with up2date security software.
Run disk clean up then this command:
sfc /scannow

If the above didn't fix your issue, try to insert your XP CD and copy and
paste the following command into your Run command and click [OK]
rundll32.exe advpack.dll,LaunchINFSection C:\Windows\Inf\sr.inf
Reboot your machine, does it work.
