I remember now what was responsible for that problem on my machine. It was the 'Active Title Bar' size. Reducing it corrected the 'Notification Area' problem. Try it, or you could create a new theme.

Pick an existing theme under the Display Properties Appearance tab. Click on the 'Advanced' button and start playing with the values.
Save with a new name. I name mine MyTheme_96_Calibri, MyTheme_120_Segoe etc.

Thank you. Your first suggestion worked (Theme). My settings are retained
after I go back to my original theme. However, once back to the original
theme I cannot change the settings from there. If I want new notification
area settings I have to go back to a different theme to do it. Not a big
problem.
