Change Windows Desktop Picture

Our wonderful IT Dept at work has put a block on changing the desktop
picture.
We can no longer change it using (1) Control Panel / Display / Desktop
or (2) "save as background" or (3) Control Panel / Display / Customize
Destop / Web.
We now have to put up with a picture that makes some of our icons
difficult to see.
Is there another way to change the background? e.g. change a registry
value (they've probably blocked that as well). Please help me beat
these b*stards !!
