scroll down to line number 142 but look on the RIGHT column where it says:
ALLOW WALLPAPER BACKGROUND CHANGES... (the link leads to this file)

Download it and double click on that reg file and do a restart...
this should fix your problem.. tell me please if it does..

I can't seem to customize my wallpaper on my desktop. I have pictures
saved
on my computer that I would like to use as my wallpaper. When I try to
change it through the control panel it won't allow me to click on the
lists
of my pictures. I've also tried right clicking on a picture and selecting
set as your wallpaper. Both instances it won't allow it. All I have is
the
blue wallpaper. I can change the colors but that's about it. Can someone
please help me?
