It's your E-mail client which goes to the mail server and looks for
mail. In your case that's Outlook Express. So without Outlook Express
being open, your computer doesn't know there's mail for you.

I believe there is some third-party software which isn't an E-mail
client, but checks to see if you have mail, but I don't really see any
particular value to doing this, and I've never used anything like it.

I use "POP Peeper" program to check my email

it check POP3, IMAP, hotmail, Yahoo, Mail.com, MyWay, Excite,
Rediffmail, Lycos, Gmail, Juno/NetZero, and it's freeware program


I'm curious as to what value you see in doing this, rather than just
using your E-mail client to retrieve the mail.

If, for some reason, you don't want to leave your mail client running in the background, it would give an alert whenever mail arrived, but if you leave your mail client running it will "beep" you when mail arrives.
