Ctrl-Alt-Del password change

Is there a way to get to the Ctrl-Alt-Del password change mechanism if you have the Welcome Screen enabled?
I end up in Windows Task Manager. If I change my password through User Accounts, then I risk losing access to my encrypted data (I have in the past).
