Only thing I can think of is that I have had a couple of system recoverys
which has messed up the file structure somewhat, is it pointing the wallpaper
to the wrong folder and losing it when I refresh/reboot?

Hi,
If you right-click the desktop => Properties => Desktop tab => Web tab
is the web image listed? Check the 'Synchronize' button and the box,
'Lock desktop items' and see if it makes a difference.
