"Start Navigation" sound will not stay selected after reboot



I have noticed several messages in which users cannot seem to get the
"Start Navigation" sound (the sound made when clicking on a link on a
web page) to stop going off. I have the opposite problem: No matter
how many times I select a sound, it keeps getting cleared whenever I
reboot. I have selected it with Control Panel and saved the scheme,
and the sound is shown for that event when I select the scheme
manually, and I've even set that sound by using REGEDIT and it doesn't
survive a reboot. In order to get the sound to be set now, I have a
registration entry file which I click on in order to set it, but I
should not have to do this every time I reboot, as it is supposed to be
automatic, and there is no reason it should clear.

This happens with no other sound events, and it always happens with
this sound event. Could it be a program I have on my computer that
does this every time? Any suggestions? Thank you.
