I do a Google but doesn't come with an appropriate solution of your problem.
However, there is an another way to do the same task more quickly. See the
following link:
http://www.onecomputerguy.com/windowsxp_tips.htm#shutdown
Some fastest ways has been describe to Shut Down your PC. Further, you
should post your thread seprately so someone else may have more good
solutions.
Hope this will help you, let us know.

I also have the same problem as Patrick on a Dell XPS M170 running Win XP Pro.
SP2. The problem is that Windows does not remember the last choice as it is
supposed to. When I click Start -> Shut Down, the selection is ALWAYS
Hibernate. I have to specifically change it every time (unless I actually do
want to Hibernate).
Maybe this is not so much an XP Customization issue, but it appears that
something is overriding the "Shutdown Setting" registry entry. What is
overriding it, and how do I stop it?

Why you need this? Is this for faster work? I don't think that there could be
a Registry Entry for this. However, here is a trick you can use to Shut Down
your PC more quickly instead of choosing between Shutdown and Hibernate.
1. Open Control Panel
2. Open Power Options
3. Click Advanced tab
4. Under Power Buttons options select "Shut Down" - "When I press the power
button on my computer". Apply the changes.
5. So the next time when you want to Shut Down your PC instead of Hibernate,
just press the Power Button from your PC. It will automatically shut off your
PC safely.
6. If you have a Power Button on your Keyboard then you can use it also for
the same. Even you can set the Sleep button of your keyboard for different
task like Hibernation from Power Options.
Hope this information helps you, let us know!

I have a new dell laptop (windows XP Pro sp2) here set up to login to a windows
domain.
Everytime you go to the start menu and choose shutdown you get the dialog that
gives you a choice of what type of shut down you desire. (Logoff,Shutdown,
Restart,Standby,Hibernate)
The default choice is Hibernate. No matter which choice I choose the default
choice is always Hibernate(meaning if I change the choice to shut down and
shut down the next time I boot and go to shut down the default choice is
still Hibernate)
It does not remember my last choice.
How do I change the default choice to shutdown?
The registry key HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer
shutdown setting records the last choice but does not affect what is the
default choice
BTW the computer is a new dell laptop Inpspiron 630m if that helps anyone
Thanks for any help
Any help is greatly appreciated
