How do you change the default choice in the windows shutdown menu?

I have a new dell laptop (windows XP Pro sp2) here set up to login to a windows
domain.
Everytime you go to the start menu and choose shutdown you get the dialog that
gives you a choice of what type of shut down you desire. (Logoff,Shutdown,
Restart,Standby,Hibernate)
The default choice is Hibernate. No matter which choice I choose the default
choice is always Hibernate(meaning if I change the choice to shut down and
shut down the next time I boot and go to shut down the default choice is
still Hibernate)
It does not remember my last choice.
How do I change the default choice to shutdown?
The registry key HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer
shutdown setting records the last choice but does not affect what is the
default choice
BTW the computer is a new dell laptop Inpspiron 630m if that helps anyone
