Its caused by a corruption in the PersistMoniker value in:

HKEY_CLASSES_ROOT\CLSID\{00021400-0000-0000-C000-000000000046}\shellex\ExtShellFolderViews\{5984FFE0-28D4-11CF-AE66-08002B2E1262}

I don't recall exactly what the corruption was, or if it was just being pointed to a non-existant, or no, file. The default value for this entry is: file://%userappdata%\Microsoft\Internet Explorer\Desktop.htt

OK, the Common Tasks don't work on the desktop. That's reasonable. But
I still want to create the situation so I can say with certainty that
the fix *does* fix it. From your response I have the impression you do
know how it happens, yes?
