customize xp hotkey bindings

Hello

How can I customize the bindings of the windows XP's hot keys? For
example bind "switch application" to another key sequence than alt-tab.
What I'm particularly interested in is to bind moving
up/down/right/left the selected item within menus to an other key
sequence than the arrow-keys.
