No, it seems that Windows use that to put the index of the files on the drive so when you use "Find files and folders" it checks those System Volume Information.
But, it is ofter abused by various virus programs.
Its purpose is :
- System Restore points.
- Distributed Link Tracking Service databases for repairing your shortcuts and linked documents.
- Content Indexing Service databases for fast file searches.
- Information used by the Volume Snapshot Service
- Longhorn systems keep WinFS databases here
