I don't believe that's possible. You can certainly remap one key's
function to a different physical key, or have two physical keys with
the same function. But the Caps Lock key has the function of toggling
the Caps Lock state, not turning it off. Thus your only option would
be to turn the Shift key into a second Caps Lock key, which seems
pretty inconvenient.
My own approach has been to turn off the Caps Lock key by making it
into a second Shift key. I know that's not what you asked, but if you
decide it's better than nothing you can find instructions at
