His problem was,

[HKEY_CLASSES_ROOT\Folder\shell]
@="explore"

and when you run

regsvr32 /i shell32.dll

It does *not* fix that default name's data.

The key should be

[HKEY_CLASSES_ROOT\Folder\shell]

(value not set)

I simply gave the OP to run he following to fix his problem and he reported
all is working.

REG DELETE "HKCR\Folder\Shell" /va
