Sorry there's no such option. It's one way or the other. I do like your idea

It should work just like an un-grouped bar, without the need for
additional clicks. As it is now, I have to click to expand the group
every time I need to access or close a window within it. As it is
now, it's unusable, but I'd like to find a way to make it so.
