To check operating system .dll's run the system file checker.

I once used a .dll cleaner which scans for any unused .dll's from programs
that were removed.My advice is to stay clear of these.
To register .dll's click on start>run and type in
regsvr32 "leave a space" then type in the name of the .dll and click ok
