How can you stop MS Installer from repairing start menu shortcuts?

I generally have many programs on my start menu, and dislike having All
Programs cluttered with folders for each one. Therefore I try to create
subfolders for each catagory and fill them with the shortcuts for the
programs I have installed.

Recently I encountered an irritating problem with two newly installed pieces
of software. Norton Antivirus, and ATI's RenderMonkey. If I moved the
shortcuts the former complained that it "Did not support the repair function"
every time it started, and the latter simply replaced the shortcuts where I
didn't want them. Further investigation leads me to the conlcusion that they
are both making use of the automatic installation repair feature available
with the MS Installer I have on my machine (Win XP Home, SP2).

I would like to know if there is a method of disabling just the shortcut
repairs, or failing that to disable the entire repair function? If it is
possible, can I disable only the specific applications which I am having
problems with, or do I have to disable globaly? Thanks!
