can one prevent XP from switching the keyboard layout?

I occasionally have to switch my locale (i.e. language and location
settings, certain formatting like date/currency/etc.) for test
reasons. What's starting to drive me nuts is, that XP together with
this locale change also always defines a new keyboard layout and -
worse - if I do not each time explicitly delete that alternative
layout again - keeps occasionally but obviously randomly switching
between the two, i.e. I am writing some text and out of nowhere some
keys are suddenly redefined and produce garbage (i.e. produce the
characters they would have on a german keyboard). This is SO ANNOYING!

Can one somehow tell XP to LEAVE MY KEYBOARD LAYOUT UNTOUCHED,
dammit!!!!
