Ramesh, You are a genius. I changed the value of ClassicShell to zero, which was a bit tricky because I hadn't changed a binary key before. Lo and behold, the Customize Tab came back. I have yet to try to use it again, but that is another story which I will handle myself. Interestingly, I was not using the Classic Shell.
