Removed Shutdown button, want restart button its place

I've modified the policy's to remove the shutdown button from the
start menu. I'd like to add a restart button in its place (The
machines in question should be left on so I want users to be able to
restart the workstation but not shut them down).
Does anyone know how to add buttons / shortcuts right at the bottom of
the start menu where the Log Off , ShutDown buttons normally are. I
can add them to the menus elsewhere / desktop etc but I would really
like a restart option where the shutdown button used to be.
Any ideas? Anyone even seen it done, know if its possible?
