XP Pro does not remember folder customizations

XP Pro does not remember folder customizations even when
the "Remember Each Folder's View Settings" box is
checked. Applying a view setting (list, icon, etc.) to
all folders does work, but XP is opening all folders full
screen and not saving them as windows or remembering
window sizes. I applied the bagMRU fix to the registry
and that does not help. Any suggestions would be
appreciated.
