| i m an administrator? Mehedi.
Ensure that the users you want to restrict are members of the
Users group. Members of the Users group cannot modify
computer-wide registry settings such as those stored in
HKEY_LOCAL_MACHINE. They are limited to modifying
HKEY_CURRENT_USER.
For more information access control and Group membership see the
following Microsoft Documentation:
Microsoft Windows XP Professional Resource Kit Documentation
Online | Part III Security
Ch 16 Authorization and Access Control
Computer Local Security Groups

For more information about how to "change a user's group or
account type" search the Windows XP Help and Support Center for
the phrase in double-quotes (with the quotes) and read the
Full-text Search Match by that title.
