control panel....

My computer was previously running on Windows 98 and I had
difficulty in accessing the control panel. I could click
on any of the icons in control panel, but after clicking
on any of them they don't seem to respond. They don't open
up the window for that icon. When I upgraded to windows xp
BY INSTALLING THE UPGRADE, it still gave me the same
problem with entering the control panel. Any assiatance in
resolving this difficulty? Thannks.
