I downloaded it last night from the link in the first post you mentioned it (the one with no replies).
I won't run it. I open it in Word with the recover Text from any File converter.
There no little registry tweak, it's a gigantic registry tweak. I've been selecting for a minute and I'm a 1/4 of the way through. Decided it wasn't practicable to paste here.
What the program does is
is does the program equivelent of typing in Start Run
ipconfig /release * [this command has a renew as well that the program doesn't do]
and
netsh.exe int ip reset
then merges in two registry files
So you also type in Start Run
ipconfig /release
netsh.exe int ip reset
ipconfig /renew
See if the above fixes it without a boot.
Also try
netsh diag gui
and follow the wizard
The program creates the reg files called
xpwinsock.reg
xpwinsock2.reg in a directory called vbdata somewhere.
Tell me if you have home or pro when you post back and we'll audit or lock the winsock keys. But I suspect the programs might fix.
